Abstract |
We want to measure the effective level and progressivity of taxation in a fiscally decentralized country taking income sorting into account. Because such measures only exist for fiscally centralized countries, we need to develop new equivalent measures that allow us to measure the level and the progressivity also for a fiscally decentralized country. We will apply our measures to Switzerland. Furthermore, we are interested in the origin of income sorting. Hence, we want to investigate tax-induced migration of households. We will draw on data of households in the metropolitan area of Bern. While the questions before rather focused on the revenue generation, fiscal federalism is also about locally provided public goods. In Germany, education is locally provided. We want to exploit this federal structure in order to estimate the distributional effects of early school-tracking exploiting a reform in Lower Saxony that preponed the tracking by 2 years. |
