Abstract |
Producing the West in Anatolian villages. Rural development practices and the construction of modernity in Turkey, 1950s to 1980s
In the period after the Second World War, Turkey was part of a circle of developing countries and one of the main recipients of Western financial development aid. But „modernizing“ Turkey was far from being a project of Western experts alone. Instead, practicing discourses of modernization had a long tradition in the country that went back to the Kemalist period and even the late days of the Ottoman empire. It is thus related to various forms of national, regional and local contexts of knowledge.
In my researches, I look on the contents and discontents between different forms of „modernisation“ knowledge and expertise. I focus mainly on discourses about regulating “population“, as a key concept of post war development policies. To “control”, to “nourish” and to “sustain” the population, was a project that brought together different types of knowledge, shifting political contexts and a variety of national and international expert communities. "Space“ became a calculable concept through the producing of statistics and demographic forecasting, that pretended to solve political conflicts arithmetically. I look on these questions through projects on family planning and rural development in remote Anatolia. The multifold incoherences and dissonants that were provoked by these projects in local situations and in villages, triggered a process of dialogue between different communities of experts and helped reshaping the image of a “modern” West” vs. backward village life.
Die Türkei gehörte seit den 1950er Jahren zum Kreis der Entwicklungsländer und war einer der Hauptempfänger westlicher Entwicklungshilfe. Doch die Entwicklung der Türkei war nicht nur ein Projekt internationaler Experten, sondern hatte im Land selbst seit den kemalistischen Reformen und auch davor eine lange Tradition.
In dem Forschungsprojekt wird das Mit-, Neben- und Gegeneinander der verschiedenen Wissens- und Expertenkulturen dieser "Modernisierungsgeschichte" gerade im Bereich der Bevölkerungspolitik aufgezeigt. Die Bevölkerung zu kontrollieren, sie zu ernähren und zu "versorgen" war ein Projekt, das die verschiedenen Handlungslogiken, politische Rahmen sowie die Konfrontation von lokalen und transnationalen Wissenstypen aufzeigt. „Raum“ wurde durch statistisches Wissen und demographische Extrapolationen zu einer berechenbaren Grösse, in der politische Konflikte beinahe arithmetisch als Ressourcenkonflikte darstellbar waren. Das Projekt untersucht dies insbesondere an Hand von Familienplanungs- und rural development Projekten im anatolischen Hinterland. Die zahlreichen Unstimmigkeiten und Dissonanzen, die solche Ansätze bei der Umsetzung vor Ort zur Folge hatten, führten dazu, dass in türkischen Entwicklungsprojekten auch die Vorstellungen vom „modernen Westen“ und von "ländlicher Rückständigkeit" neu verhandelt wurden. |
