We examine robust policies for promoting renewables, when the mechanisms of technological change (learning by doing, r&d investments, spillovers) are not surely known. In a first step, the project develops of model of technological change that can describe qualitatively different mechanisms. In a second part, policy measures are analyzed with regard to their robustness. Finally, robust designs for energy policy are developed.
